Legacy CCTV inspection reports have value; don't disregard them! One of the benefits of maintaining a database of your buried infrastructure assets is the ability to benchmark the condition of your assets now, and through a program of repeated inspection over time, determine the overall condition and rate of deterioration of your most critical assets.

Unfortunately, not all video inspections are created equal and often historical (legacy) CCTV data (usually data/video captured prior to about 2005) was completed using a different format than NASCCO's PACP, or was incorrectly or poorly coded.
